Puree the garlic with the pepper, the cumin powder and the paprika, some salt, the vinegar and the oil into a smooth sauce.

Meanwhile, cook the potatoes in water with salt. Drain and put them back on the heat source. Shake them with some salt and let them shrink a little.

Serve the warm potatoes on a plate with the sauce over them. If there are no unpeeled potatoes you can deep-fry prawns and serve in the same way.
