Prepare the rice according to the instructions on the package. Cut or slice the cucumber into slices.

Warm the vinegar gently in a saucepan (do not inhale the sharp vapor!) And dissolve the salt and sugar in it.

Stir the vinegar through the cucumber and allow the flavors to set for at least 10 minutes.

Remove from the mackerel the head, the grains and the skin and divide the fish meat into pieces. Chop the onion and cut the garlic into slices.

Heat the oil in a large frying pan and fry the onion and garlic. Add the mackerel and cook for 10 minutes.

Season the mixture with the sambal, pepper and salt. Serve the mackerel with the rice and cucumber salad.
