Mix the spring onion, garlic, red pepper, sesame oil, soy sauce and white wine vinegar in a food processor. Mix this with the minced meat and season with salt and pepper. Heat a frying pan and fry the minced meat mixture for about 4 minutes.

Fold the filo sheets open and cut into quarters. Spoon some chopped meat in a corner of each sheet. From the point where the mixture lies, roll the dough half in diagonal direction. Then fold in the points on the side and roll up.

Heat a layer of oil in a pan to 175ºC and fry the rolls in 1-2 minutes. Drain on kitchen paper and serve in small glasses with soy sauce for dipping.
