Cook the rice. Heat the oil and fry the onion for about 5 minutes. Add the fennel and fry for another 10 minutes, until the fennel is al dente and the onions are caramelised.

Dab the shrimps dry and increase the heat source. Stir-fry the prawns with the red pepper for 2 minutes until the prawns are tender.

Season with the fish sauce and sprinkle with the fennel green. Serve with the rice.
