Drain the anchovies and tuna. Clean the lemon and grate the yellow skin. Squeeze out the lemon.

Put the anchovy fillets, mayonnaise, and the rasp and juice of the lemon in a tall cup.

Add the tuna pieces and puree with a hand blender into an even sauce. Season with pepper.

Divide the arugula over a large plate. Divide the fried fricandeau and half of the tuna sauce over.

Serve the rest of the sauce.
